The Bermuda Electric Light Company (BELCO) Asset Retirement Obligation (ARO) Project marked Manafort Brothers Inc.’s first international project and was successfully completed in 2022. The project involved the full decommissioning of 11 retired combustion engines, a radiator cooling tower farm, and a 40,000-square-foot powerhouse. Scope of work included the abatement of asbestos-containing materials throughout all retired assets.

 

As part of the effort, Manafort implemented a Bermudian-government-approved alternative asbestos abatement methodology. This approach allowed Manafort and a local subcontractor to safely segregate asbestos roofing materials during demolition and secure them in double-lined containers for offshore disposal.

Much of the work occurred within an active power plant responsible for supplying electricity to the entire island. Four historic diesel generators were dismantled inside the powerhouse without interruption to power services. Manafort also developed and executed a detailed plan to disassemble and remove the radiator cooling tower farm located on the roof of the operating facility. Seven additional diesel generators were removed from the original powerhouse, which remained in use by the utility until demolition began.

 

The project utilized high-reach excavators, specialized equipment, and an integrated waste-management strategy. Concrete generated from demolition activities was processed on-site and reused to backfill foundation excavations and establish final grades. More than 10,000 tons of steel were processed and transported by barge to the United States for recycling.

 

The BELCO ARO Project was completed safely, on schedule, on budget, and without incident—reflecting Manafort’s commitment to quality, collaboration, and disciplined project execution.
